This bumps the checked out submodule for the
devspecification to the latest commit and thus show all the contents of https://github.com/ngff-spec/pull/67 under the specifications tab. It will also make the schemas (i.e., the newsceneschema) available under https://ngff.openmicroscopy.org/dev/schemas/scene.schema
