M14 — Reviewer panel v1 (first simultaneous-provider surface)

code-oz gains its first simultaneous-provider surface: cross-family reviewer panels at the REVIEW gate, with a five-layer same-family-voter defense, canonical verdict computation, and a rule-21 ship-gate metric.

This is the first product feature where multiple provider families look at the same artifact in parallel. Per rule 21, the surface ships with a measurable risk-reduction signal (the doctor --panel-baseline rule-21 metric) so its complexity is justified against the single-provider baseline.

  • Cross-family reviewer panels — company.reviewer.panel config opens a panel REVIEW gate; runReview dispatches to runReviewPanel when configured
  • Canonical verdict computation — pure helper computeCanonicalPanelVerdict with T1–T9 quorum table coverage
  • 5-layer same-family-voter defense — config-load + agent-loader + parser + runtime registry resolution + verdict gate, each emitting distinct event codes
  • Panel-mode REVIEW.md schema — multi-reviewer sections + Synthesis block + parse-time quorum recomputation; mode-aware approve parser accepts review_panel_completed
  • Multi-round panel lifecycle — prior REVIEW.md carry-forward + staging resume guard via review_panel_resume_mismatch
  • Aggregate panel budget preflight — reuses M13 budget_warning; assertPanelWithinBudget wired into orchestrator before first panelist invocation
  • doctor --panel-baseline — rule-21 ship-gate metric command emits review_panel_baseline_completed with all 4 thresholds PASS
  • Adversarial parser hardening — authority-impact source consistency + cross-section verdict invariant
  • Full panel event taxonomy — layer-5 quorum backstop, complete validators

Cross-model peer review

  • 1 planning round (R0): accept-with-modifications, 4 pushbacks
  • 8 implementation rounds (R1–R8): R1 7×block-push → R8 0 findings, severity decreased monotonically
  • 1 final pre-tag verification (R9): tag-target integrity + no-tech-debt rule both pass
  • All 10 block-push items closed in commits before tag (no deferred tech debt per non-negotiable rule 20)
