OTFcreds: Activity 3.4. Deploy into production

This involves shipping the server and client (OONI Probe) components into production, hence start using it for real measurements.

This activity will mainly be carried out by the OONI backend engineer. It will involve rolling out the server and client (OONI Probe) components into production, likely incrementally to ensure that nothing goes wrong. The output of the impact assessment and the monitoring system will be key to ensure a smooth production rollout.

We have deployed the server component of the anonymous credential system to production (ooni/devops#312, ooni/devops#311).
