Open-CE Builder 13.0.4

The following changes have been made since Open-CE Builder v13.0.3:

• Update the Dockerfile for Power10 builds to include both GCC 12 and GCC 13.(#239)

• Make GCC 12 as default compiler for p10 builds and GCC 13 to build llama.cpp package(#242)
