No repo consumes this org-default config: every repo running the release-drafter action (ocm, ocm-controller, ocm-e2e-framework, ocm-integrationtest) ships its own .github/release-drafter.yml. Nothing else in this repo references it. Signed-off-by: Andreas Thaler <andreas.thaler01@sap.com>

What this PR does / why we need it
With open-component-model/ocm-project#1216, all issues should use the type attribute instead of using kind labels. This PR prepare the label syncer to not re-apply the issue specific kind labels and adjusts common issue templates
