Adds the chrome measures the three hosts share. Additive: no role, class, asset
slug, or export name changes.

Added

  • The --oe-chrome-* tokens. Nine measures that all three hosts read.
    They cover the header height and its compact form, the two footer paddings,
    and the lockup size. Four more carry the type scale. DESIGN.md Part II,
    The chrome, states them.

Why

The six chrome measures were host-local literals. They agreed on the header
height by coincidence and disagreed on the footer and the type scale, and
nothing could report the drift. A token is one definition, so a host that reads
it cannot differ from a host that reads it.
