The bot doesn't scan code/line comments

If you add a bot command in an inline code comment, the bot doesn't scan it. E.g.:

open-mpi/ompi-release#517 (comment)

Note that the bot didn't add "reviewed" until I added another 👍 in a regular comment:

open-mpi/ompi-release#517 (comment)

Should we add scanning for inline code comments, too?

Commit messages might also be good. I opened a PR that had two commits. The second commit had bot commands but they were not scanned.

I saw you do that, and I'm not 100% convinced it's a good thing -- we're not back in SVN/Trac days.

That is: PR's are different than CMRs. It was useful to have bot commands create CMRs because SVN merging was difficult. But with PRs, it's different -- we put multiple commits in a single PR, etc. What if you put bot commands in multiple commit messages on a single PR? What if they contradict? What if you then cherry-pick those commits to a different branch?
