Github just started sending emoji text in comments #15

I just noticed in this comment: open-mpi/ompi-release#1084 (comment)
that Github is auto-converting : sequences to i18n emoji in the text of the comment. Specifically, if I type : + 1 : and select the "thumbs up" from the pulldown menu, it replaces that text with a thumbs up emoji in the WYSIWYG editor.
The direct result of this is that the thumbs up emoji is sent to the ompi-release-bot, and it doesn't realize that it's supposed to do the +1 action.
Meaning: we need to have the ompi-release-bot also grok/react to the thumbs up / thumbs down emoji.
