v3.1.x/master does not properly version common_monitoring

In master and 3.1.x, there is a new common framework for monitoring, which does not currently have shared library versioning.  https://github.com/open-mpi/ompi/pull/4842 adds versioning for master and will need to be brought to v3.1.x.
