Note that this is the first public release for the OMPI common monitoring library (for the upcoming v3.1.0 release). Hence, we set A=0 because it isn't necessary to support older releases. Signed-off-by: Jeff Squyres <jsquyres@cisco.com>

I made this two commits:
0:0:0for the C:R:A).sh->.so) -- doh!It seemed cleaner to keep the cherry pick (essentially) a pure cherry pick, not a cherry-pick-and-edit.
@bwbarrett Do you have an opinion about the
Avalue for the monitoring library? I set it to 0, since this is the initial public release of this library.
