Small efficiency improvement to the LLM decision caching.

Allow targeted PR dashboard refreshes to restore their PR-specific classification cache first, then fall back to the latest repository backfill cache. Document the asymmetric cache sharing so targeted runs can reuse backfill LLM decisions without writing back into the backfill cache namespace.
