This PR makes a small efficiency improvement to the pull request dashboard's LLM classification caching. It lets targeted (single-PR) dashboard refreshes fall back to the latest repository backfill classification cache when no PR-specific cache exists, allowing them to reuse backfill LLM decisions and avoid redundant Copilot calls. The asymmetric sharing (read from backfill, but write only to the PR-specific namespace) is documented in the rationale file.

Small efficiency improvement to the LLM decision caching.
Allow targeted PR dashboard refreshes to restore their PR-specific classification cache first, then fall back to the latest repository backfill cache. Document the asymmetric cache sharing so targeted runs can reuse backfill LLM decisions without writing back into the backfill cache namespace.
