What This PR Does

Bumps the Helm chart version and appVersion in charts/openab/Chart.yaml from 0.9.0-beta.9 to 0.9.0-beta.10, enabling the release pipeline to tag and build the new beta release.

How It Works

Single-file change generated by openab-app[bot] release automation. Updates both version and appVersion fields in lockstep — standard release branch pattern.
