[Proposal] Read-only protocol-layer mount of TDCA governance onto codex (via public MCP tool contract) / 只读协议层挂载提案

Dear openai/codex maintainers,

Following an earlier outreach window (no response received — respectfully noted), and per TDCA governance rules (no-response after the window makes a mount eligible without requiring upstream approval, since your Apache-2.0 license is itself the authorization basis), we are proceeding with a read-only, proposal-level protocol mount and notifying you publicly:

• What is mounted: an external adapter (tdca_codex_mount) interfacing only with your public MCP tool contract (the same structural path as our open-source tools/mcp_bridge). It exposes precheck / propose / describe only — no push, no comment, no write, no code injection. Your source stays untouched; full configuration rights remain yours.
• What it provides: machine-readable NCA attestation for contribution audit & de-noise, NSFL negative-space fuses at institutional red lines, and MOU-anchored utility verification.
• Reciprocity: 15% simulated royalty booked via NCA (ledger-recorded; converts to real settlement only when a fiat channel is available — no payment is promised) flowing back to you or your community foundation.
• Your options: this is a notice-plus-offer, not a requirement. If you accept, we proceed to docking; if you decline, we stop the mount and hand back all configuration — just reply here.
