Allow refreshing / loading new skills without restarting the cli

What feature would you like to see?

I like to use a separate dedicated tab with the CLI running where I create new skills. I'd like to be able to immediately use them in other tabs without having to quit → resume. Something in the /skills menu that says Reload / Refresh would be great.

This recent PR added support for live updates to skills. This should be in the most recent builds. It makes use of file watchers to auto-update the list of available skills. Please give it a try and let us know if you run into any problems.
