Voice mode/dictation cannot start in the Codex Windows app. Error shown: “Unable to start dictation.”

What steps can reproduce the bug?

Steps to reproduce

1. Open the Codex app on Windows.
2. Open any chat/session.
3. Click Voice / start dictation.
4. Observe error

What is the expected behavior?

Expected behavior
Dictation starts and captures the microphone audio.
