`Reduce Motion` in accessibility settings should not prevent progress spinners from spinning

What issue are you seeing?

I’ve enabled reduced motion under the accessibility options in my system. However, I don’t want normal spinners and progress bars to stop showing the animation because that’s not the type of motion I’m trying to prevent. No other Mac app prevents spinners from spinning. The only motion we’re trying to prevent are large motions like desktop switching or cross-app fading.

I temporarily turned off Reduce Motion under system settings and woah, it seems I was missing out on tons of subtle animations, such as the animating counters etc.

My understanding is that Reduce Motion is specifically for stuff that can induce motion sickness, such as the awkward desktop sliding animations macOS performs when switching between desktops. Those are genuinely dizzying. But anything else is not considered 'motion' when it's not moving from one end of the screen to the other - that's what this setting typically is for.

With this turned on, it seems even simple things like collapsing / expanding projects stop animating in Codex.
