What issue are you seeing?

Codex App shows a usage-limit banner even though Codex analytics shows remaining quota, and messages can still be sent normally.

The app displays:

Codex message usage limit reached
Please wait until 15:06

However, Codex analytics shows:

  • 5-hour usage limit: 83% remaining
  • Weekly usage limit: 97% remaining
  • 5-hour reset time: 15:06

Despite the banner, I can still send messages in Codex App, and the 5-hour usage continues to decrease as I use it.

Relevant workspace setup:

  • I am using Codex through a ChatGPT seat, not a Codex seat.
  • The workspace monthly usage limit for ChatGPT seats is set to 0 credits.
  • There is no per-user override configured.

This looks like a mismatch between the Codex App usage-limit banner state and the actual Codex usage/quota state.

What steps can reproduce the bug?

  1. Use Codex App through a ChatGPT seat in a Business workspace.
  2. Configure the workspace monthly usage limit for ChatGPT seats to 0 credits.
  3. Do not configure any per-user override.
  4. Open Codex analytics and confirm that the 5-hour and weekly usage quotas still have remaining capacity.
  5. Return to Codex App.
  6. Observe that Codex App shows the usage-limit banner.
  7. Send messages normally.
  8. Observe that the messages are accepted and the 5-hour usage continues to decrease.

I can provide redacted screenshots. I cannot publicly share billing/admin screenshots because they contain organization information.

What is the expected behavior?

If messages can still be sent and the 5-hour quota is still being consumed, Codex App should not show the "usage limit reached" banner.

Since I am using Codex through a ChatGPT seat and the 5-hour/weekly Codex quotas still have remaining capacity, setting the ChatGPT seat monthly credit limit to 0 should not cause Codex App to display a usage-limit-reached banner while usage is still allowed.

If the ChatGPT seat monthly credit limit is intentionally affecting the banner, the app should explain that specific workspace billing/admin condition instead of saying the Codex message usage limit has been reached.
