clipboard_copy_path routes every non-SSH WSL session to WslClip, so copy_text_to_clipboard never attempts arboard in that environment. If powershell.exe is unavailable/disabled (common with WSL interop off) but native clipboard access works, /copy now always errors instead of succeeding. This is a functional regression from the previous native-first behavior.

Previously developed /copy did not support osc-52 (SSH).
Now it does 😁
