run_ratatui_app applies config.cwd as a thread/list filter for --resume --last whenever --all is not set. In remote mode, this is the local machine path, so remote sessions are often filtered out and the command falls back to StartFresh instead of resuming the latest thread. Remote picker flow already disables cwd filtering, so this path is inconsistent and breaks remote resume-last behavior.

This PR replicates the
tuicode directory and creates a temporary paralleltui_app_serverdirectory. It also implements a new feature flagtui_app_serverto select between the two tui implementations.Once the new app-server-based TUI is stabilized, we'll delete the old
tuidirectory and feature flag.
