Summary

  • add an EnvironmentManager registry keyed by environment id
  • plumb optional environment selection through thread/start and public fs APIs
  • add environment register/list APIs and targeted environment coverage

Includes

  • exec-server environment registry support
  • core thread environment selection
  • app-server thread and fs API plumbing
  • remote-env coverage for named local and named remote environments

Validation

  • dev Bazel: exec-server and app-server targets green
  • remote-tests via Bazel: suite::remote_env:: green on dev

Superseded by #18046 and #18047 after reducing the design to built-in / environment selection.
