Treat BudgetLimited aborts as non-error agent state
After adding TurnAbortReason::BudgetLimited, this match still falls through to _ => Errored(...). Budget-limited turns are now reported as agent errors, which can trigger incorrect failure UX/state transitions instead of interruption-like handling.

Treat budget-limited aborts as non-error status
TurnAbortReason::BudgetLimited was added, but agent_status_from_event still maps every non-Interrupted abort reason to AgentStatus::Errored. Budget exhaustion is an expected stop condition, so this now mislabels normal budget stops as errors and propagates incorrect terminal state to status consumers.

Adds the app-server v2 goal APIs and notifications on top of the persisted goal state. The API lets clients get, set, and clear materialized thread goals, and emits goal updated/cleared notifications so clients can keep local UI in sync. The handlers preserve automatic runtime continuation behavior for the later PRs in the stack.
