Move marketplace add/remove implementation and install-root helpers into codex-core-plugins, and update callers to depend on codex-core-plugins directly instead of re-exporting through codex-core. Co-authored-by: Codex <noreply@openai.com>
Move curated plugin startup sync and installed marketplace root discovery into codex-core-plugins using narrow codex_home and ConfigLayerStack inputs. Leave codex-core with only the remote startup sync glue that still needs Config, AuthManager, and PluginsManager. Co-authored-by: Codex <noreply@openai.com>
