Intent: make stable app-server request compatibility checks easy for humans and agents to run.
Implementation: add the merge-base Python wrapper, Just entrypoint, focused unit tests, append-only TOML log, CODEOWNERS rule, and terse workflow skill. Request-only scope is explicit; replies remain a TODO.
Manual validation: Python unit tests; Ruff check/format; skill validation and mdformat;
just app-server-schema-lint;just fmt. A full workspace run completed 11,527 of 11,565 tests; 38 unrelated environment-sensitive tests failed, while all touched suites passed separately.
