This pull request updates the local
code-change-verificationskill so it keepsmake formatfirst, then runsmake lint,make typecheck, andmake testsin parallel with fail-fast behavior. The Bash runner now tracks real step completion status explicitly and tears down remaining process groups when one step fails, which prevents long-running test worker trees from continuing after the first failure. The PowerShell runner and the skill documentation are updated to match the same execution model and reporting expectations.
