Better error messages for mismatch on API versions

Confirm this is a feature request for the Python library and not the underlying OpenAI API.

Describe the feature or improvement you're requesting

Whenever I try to use an Azure OpenAI endpoint, if I get the API version wrong, it will tell me that the endpoint is not available or that I don't have access. It would be nice if instead it said "You are using the wrong API version".

Thanks for the feedback @tyler-suard-parker. I do think we could improve the error message, but I'd probably favor doing such validation on the service side rather than in the client library. Let me follow-up with the team to see if we can improve the experience here.
