⚠ BREAKING CHANGES

• vosfs,fss-cli: User paths are literal. Percent escapes are no longer decoded by strip_protocol; callers must pass spaces and other filename characters literally. Server-returned node URIs are still decoded once.
• fss-cli: the distribution is now fss-cli and the import package is fss_cli. Replace fsspec-cli with fss-cli in requirements, and fsspec_cli with fss_cli in imports and logging configuration. No compatibility alias is provided.
• vosfs,fss-cli: vosfs and fsspec-cli are now distributed under the GNU Affero General Public License v3.0 or later. vosfs 0.11.0, fsspec-cli 0.10.0 and earlier releases remain under the BSD 3-Clause License.
