Minor issues with configs of default workflows in new Admin UI

1. config_panel_json is missing from fast , so no config options are shown for that workflow in the new Admin UI right now.
2. schedule-and-upload has different default values for its config in the new Admin UI.
3. Config option date time is missing from duplicate-event in the new Admin UI.

Might be related, but doesn't fix this issue, this is purely related to the workflow templates themselves.

It is currently not possible to set the two "ui" to the same default value because ansible and react have different default values for "checked".
