[Uganda project - Technoforte team] Team Users page fails to load after searchUsers request is rate limited

Summary

The Team > Users page becomes unusable when a National System Admin edits user details multiple times within a short period. The user list fails to load after the backend rate limit is exceeded.

Current Observation

When a National System Admin repeatedly edits user details (such as name, identifier, assigned office, etc.) within a short span of time, the Team > Users page eventually displays the following error:

An error occurred while loading system users

Inspecting the network requests shows that the searchUsers GraphQL request fails with a 429 response.

The GraphQL response is:

As a result, the list of system users is no longer displayed until the request succeeds again.

Expected Behaviour

Editing user details multiple times should not leave the Team > Users page in an unusable state.

If the backend rate limit is reached, the application should handle the error gracefully by:

• displaying an informative message to the user (if appropriate),
• retaining the previously loaded user list where possible, and
• allowing the page to recover automatically or retry instead of replacing the entire page with a loading error.

Why this is a Problem

A National System Admin may need to update multiple user records consecutively (for example, during onboarding or administrative changes).

Reaching the API rate limit causes the entire user list to disappear, interrupting the workflow and forcing the administrator to wait before continuing.

The UI currently does not handle the RATE_LIMIT_EXCEEDED response gracefully.

Steps to Reproduce

1. Login as a National System Admin.
2. Navigate to Team → Users.
3. Edit the details of multiple users (or repeatedly edit user details) within a short period of time.
4. Continue saving the changes until the backend rate limit is exceeded.
5. Observe that the Team page displays "An error occurred while loading system users" and the searchUsers GraphQL request returns a 429 RATE_LIMIT_EXCEEDED response.
