Support for replacing MinIO dependency

Summary

OpenCRVS currently relies on MinIO for object storage. Since the upstream MinIO open source project has been archived, it would be useful to understand the project's long-term strategy for this dependency.

Background

MinIO has been a core component for object storage within OpenCRVS deployments. With the upstream repository now archived, there are concerns around:

• Long-term maintenance and security updates.
• Compatibility with future infrastructure changes.
• Sustainability of depending on an archived upstream project.

Questions

• Is there a roadmap to replace MinIO with another S3-compatible object storage solution?
• Is OpenCRVS planning to abstract the storage layer to make alternative S3-compatible backends easier to use?

@tejash-jl we are planning to replace this with something OSI compliant in 2.1. Currently thinking of RustFS. FYI @adskyiproger @rikukissa
