When working on this issue, consider how casualties should be calculated.

Atom bomb and hydro:
return (5 * humans) / Math.max(1, tilesOwned);

MIRV Warhead

const targetTroops = 0.03 * maxTroops;
const excessTroops = Math.max(0, humans - targetTroops);
const normalizedExcess = excessTroops / maxTroops;
return 500 * (1 - Math.exp(-2 * normalizedExcess));

May have a meaningful change to the behavior and balance of the missile.

An adverse effect could for example be that it's much less effective vs crown while much more punishing to midsized and small players.
