Creating empty vector data & importing lat/long from csv

I just happen to have a new side project that needs a quick visualization of 40 points (some from lat long, some needs to be manually added from dropping pins on the map) so I was wondering maybe I could do that on GeoLibre.
But for making an empty new vector layer from scratch and add features by dropping pins, it seems that it's not quite doable on GeoLibre yet, or maybe I missed any entry for that.
And for importing from the points coordinates in a csv, I was trying to use the "CSV to GeoParquet", while it did capture the long and lat column but keep showing no properties? Would it be expecting some other certain columns or maybe I should've used another importing method (directly adding from add data-vector also didn't quite work)? Thanks!

In your case, you should use the Add Delimited Text Layer. Then you can edit geometries (e.g., adding/removing points) and the attribute table.
