Index packs (for runhug)

Category SQLite packs and index-manifest.json (with hub_total for coverage in runhug packs list).

Install / update in runhug: runhug packs install · runhug packs update

This release triggers CI to crawl Hub and upload pack assets to this release. The workflow may take a while; refresh the release page for index-*.db files when complete.
