Fix: install CLI into extension storage when no folder is open (ext 0.1.8) - #309

…open Voice/bridge no longer dead-end with 'no folder to install into' — the CLI is installed into a managed venv in the extension's global storage (from PyPI) and auto-detected there. Bumps extension to 0.1.8. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Marketplace users hit 'OpenHome CLI not found, and no folder is open to install it into' when using voice/bridge without a folder. Now the CLI auto-installs into the extension's global storage (managed venv from PyPI) and is detected there — no workspace required.
