The Identity Service SHOULD propagate user deactivation events to the Application within 5 minutes of the user being deactivated.
Karl: this should likely be at a higher level in our documents to be general, and then referenced by the SCIM doc

Debayan: Should this value be the same across all levels or should it be stricter at higher levels.
Karl: different commands may also have different timelines
Agreement that the upper bounds can be different for different levels and different commands and across session lifetime and account lifecycle.
Need to define commands in AL then map to protocol-specific actions
Karl: there was an email from Gail on SAML and PQC -- nobody has yet reviewed -- action item for IPSIE WG to review and see if that work fits in IPSIE -- Aaron drive that discussion?
Shannon: will need a multilateral federation in OIDC to migrate.
