Description
This PR adds release notes for a version 0.16.0. As @shimwell suggested, some of the changes here warrant a bump in the minor version (photon/electron/positron heating breakdown being one) so I'm planning on tagging as 0.16.0 rather than 0.15.4. Other than the release notes, there are a few minor updates in the documentation, and I've made
id_map_to_rgba private function (I don't think it was ever meant to be exposed as a public function).After this is merged, I'll go ahead and tag v0.16.0!
