Prepares the 0.2.3 CRAN release.

Changes

• Bump DESCRIPTION Version 0.2.2.9000 → 0.2.3, update Date to 2026-07-02.
• Finalize NEWS.md header for the 0.2.3 release.

Release contents (since v0.2.2)

• Fixed a bug in predict_counterfactual where the ordering of treatment levels affected the order of the marginal mean (Fix for wrong estimates with relabelled factors #111).
• Added Biometric Bulletin vignette article (add the biometric bulletin paper #109).

Once CI is green and this is merged, tag v0.2.3 on the merge commit to trigger the release workflow.
