User with Viewer role is able to Pause Stream for Privacy

Replicated on version 0.36.7

• Create a user with viewer role
• Assign a stream using the stream tag for the camera
• 'Pause Stream for Privacy' button is available and when clicked, pauses the stream for all users (I checked with admin user)
