Updates the SCC example module to clarify that 'oc adm policy who-can' and 'oc auth can-i' only evaluate RBAC. Also notes that 'oc describe scc' only evaluates direct user/group assignments within the SCC object. Addresses OSDOCS-14787 and OCPBUGS-20469.
