This reverts the NetworkManager-ovs removal from PR #1952.

The removal caused widespread bootstrap failures (NetworkManager plugin for 'ovs-bridge' unavailable) when the base RHCOS image did not include the package due to versionlock skew (COS-4780, COS-4781).

Without NetworkManager-ovs, nodes cannot manage OVS bridges, br-ex never comes up, OVN networking fails, kubelet cannot start, and bootstrap times out.

Affected payloads include 5.0.0-0.nightly-2026-08-06-203809 and likely other recent 5.0 nightlies.
