Use PreGA catalog for ZTP deployment #62775

ACM 2.13 is needed to deploy 4.19 spoke nightly builds.
In general, from this commit onward, the PreGA catalog will be used for those jobs in the PreGA stage.
Once GA is reached, the job will need to be adapted by removing 'CATALOGSOURCE_NAME' env var from the its config file and all reference to PreGA catalog, like update prega-operators by !any:
