This PR updates the PowerVS CI cron schedules for multiple versions across different regions.
Updated schedules:

dal10 (4.15) → 0 12 * * 1,3
wdc06 (4.16) → 0 12 * * 1,3
lon06 (4.17) → 0 11 * * 1,3
lon06 (4.18) → 0 7 * * *
lon06 (4.19) → 0 23 * * *
