OCPBUGS-69826: ovn-k,bgp,virt,periodics,4.21: Pin CNV version to OCP version

Some ovn-k bgp virt periodic jobs on release-4.21 installed latest version of CNV which is no longer relevent following recent 4.22 cut-off.

This PR change the jobs config to install correct CNV version - 4.21.
The affected jobs are the following release-4.21 periodic jobs:

• e2e-metal-ipi-ovn-bgp-virt-dualstack
• e2e-metal-ipi-ovn-bgp-virt-dualstack-techpreview
• e2e-metal-ipi-ovn-bgp-virt-ipv4
• e2e-metal-ipi-ovn-bgp-virt-ipv4-techpreview
