Skop CCM tests failing caused by timeouts while awaiting for LB. The bug was opened[1] to fix it while skips proposed in this change is added to unblock OTE binary[2]. [1] https://issues.redhat.com/browse/OCPBUGS-74537 [2] https://issues.redhat.com/browse/OCPBUGS-65885

This change introduce skips of CCM tests failing caused by timeouts while awaiting for LB.
The OCPBUGS-74537 is created to cover the fix in the component (long-term), while this skip will unblock the OTE binary extraction by OCPBUGS-65885.
The PR has job runs showing the failure:
