[OCP CI] GitOps ocp 4.22 FIPS + CR expansion

Summary

Create OCP 4.22 FIPS and Component Readiness CI configs for GitOps (v1.19) interop testing in ci-operator.

FIPS (INTEROP-8896)

• Source: redhat-developer-gitops-operator-v1.16__gitops-ocp4.20-lp-interop.yaml (FIPS test entry)
• Target: redhat-developer-gitops-operator-v1.19__gitops-ocp4.22-lp-interop-fips.yaml
• Extracted FIPS-only test from multi-test source config
• Version bump: v1.16/OCP 4.20 → v1.19/OCP 4.22
• Added FIREWATCH_FAIL_WITH_TEST_FAILURES: "true"
• Updated Jira labels: 4.20-lp → 4.22-lp

Component Readiness (INTEROP-8900)

• Source: redhat-developer-gitops-operator-v1.18__gitops-ocp-4.21-lp-interop-cr.yaml
• Target: redhat-developer-gitops-operator-v1.19__gitops-ocp-4.22-lp-interop-cr.yaml
• Version bump: v1.18/OCP 4.21 → v1.19/OCP 4.22
• Updated Jira labels: 4.21-lp → 4.22-lp
