AGENT-1454: export APPLIANCE_IMAGE config var for OVE builds in devscripts-setup step

currently it looks that the this check is broken and never worked (the AGENT_E2E_TEST_BOOT_MODE is not available in the execution environment as an env var, so the check always fails to enrich the configuration)
