[WIP] Migrate ocp-e2e-compact-ovn-remote-libvirt-multi-z-z to orange zone

Summary

Migrate the periodic job ocp-e2e-compact-ovn-remote-libvirt-multi-z-z to the orange zone for OCP 4.17 through 4.22 by updating capabilities, cluster profile, workflow, and env in the multiarch nightly configs.

Changes

• Capabilities: sshd-bastion → intranet (orange zone)
• Cluster profile: libvirt-s390x-2 / libvirt-s390x-1 → libvirt-s390x-vpn
• Workflow: openshift-e2e-libvirt-upi → openshift-e2e-libvirt-vpn
• Env: Added USE_EXTERNAL_DNS: "true" for VPN/orange zone
