feat(stolostron/cluster-permission): migrate CI config from ACM to MCE

Summary

Migrate cluster-permission CI configuration from ACM to MCE:

• Modified main.yaml: Changed fast-forward destination from release-2.17 to backplane-2.17, added disabled: true to promotion
• Created backplane-2.17.yaml: New MCE-style branch config with enabled promotion, pr-merge-image-mirror, and MCE OSCI publish variables

Test plan

• CI validates the new config files
• Verify backplane-2.17 branch jobs are generated correctly
• Verify fast-forward from main targets backplane-2.17
