Add a new ref for the ISO NO REGISTRY scenario that runs the NoRegistryClusterInstall origin tests without image mirroring. Unlike the existing baremetalds-e2e-test ref, the commands.sh simply exports the kubeconfig and runs openshift-tests, optionally filtering via TEST_SKIPS. Update the agent-test-conformance-iso-no-registry chain to use the new ref instead of the baremetalds-e2e-test placeholder.
Add a periodic job to run tests on and agent-based installer cluster created using iso-no-registry which uses the openshift/appliance to create a disconnected cluster with installed operators. The deployed cluster must be in TechPreview in 4.22. As a follow on we will add tests to exercise the NoRegistryClusterInstall.
Update the e2e-agent-iso-no-registry-conformance-techpreview periodic job to use agent-e2e-generic-conformance-iso-no-registry instead of agent-e2e-compact-ipv4-iso-no-registry, so it runs the NoRegistryClusterInstall origin tests.

The ISO_NO_REGISTRY boot mode requires the appliance image to build the OVE ISO. Without it, build-ove-image.sh fails with an empty APPLIANCE_IMAGE variable.
