Qualification boundary: native KVM qualification was explicitly disabled by the owner (false/skipped). This release has no new native KVM or live-cloud proof. Production rollout remains held for reviewed project/user service-grade assignments and the authentication, storage and recovery prerequisites documented in docs/install.md.

The original run published to PyPI successfully but skipped its GitHub Release job after the intentionally skipped native dependency. This authorized repair attaches only the same verified artifacts; it does not move the tag, overwrite assets or republish PyPI. The minimal future-tag eligibility correction is tracked separately on dev.
