Reports permissions updates / check

When a report is created, it is saved as "root" user in Ubuntu. The report should be created on the current user. I am running the tooling by ./scripts/run.sh -d -b

@RomanPszonka I think this could be related to the verification-dev service, it has no configured UID and GUID like the non-dev verification-tool service.

But I am unable to reproduce it on Mac (probably because on Mac docker runs through a VM, unlike on linux)

@hrishiballal when you're back, please try it out; if should use the host OS user now inside as well... hopefully it will work, but we don't have Linux to test it
